He says he only had 39 fills when he took over in Dec 2014, and that had dropped to 28 by the time spring football 2015 rolled around.
Back in April he said this fall — his 4th season at KU — the team will finally start the season with at least 70 scholarship players, and it will still be another 3 years before KU has 85 recruited scholarship players on board. And bringing on so many juco players (who are only around for 2-3 years instead of 4) has delayed the process.
Bottom line, whoever is HC after this season is still going to have his hands full.
